There is no button. A virus does not have an internet connection. It does not receive OTA (Over-The-Air) firmware updates from your keyboard.
Okay, fine, I don't remotely control it. But I can engineer a virus to only attack the enemy!

In mechanical warfare, a radar system can read a transponder signal. A computer can be taught not to fire on its own team. It checks the digital passport.
Biology does not read passports. Biology does not respect uniforms, borders, or political ideologies
A virus only sees biology. It checks for cellular receptor compatibility. Human beings share 99.9% of their genetic code across the entire server.
There is no such thing as a "targeted" plague. If it can bind to the lungs of your enemy, it can bind to yours.
I'll just vaccinate my entire population first!
I build the virus, I build the cure, I distribute the cure to my team, then I drop the payload! I am firewalled!
You are treating biology like a static line of code. You think you wrote a program that will stay the same for five years.
A virus is a self-replicating algorithm governed by RNG. Not even quantum computers can predict it.
Every time the virus enters a host, it copies its RNA. And every time it copies its RNA, it goes through mutation.
The virus doesn't "choose" to evolve a lethal trait because you clicked a button in a skill tree. It mutates blindly, trillions of times a day.
By letting it spread "dormant" for five years, the RNG engine gets trillions of random chances to generate a key that bypasses your vaccine.
Wait... so if it mutates in their territory...
Yes. The weapon you deployed is no longer the weapon you designed. You unleashed a rapidly evolving apex predator into the wild.

You don't get court-martialed, Shez. You just get buried in an unmarked mass grave right next to the enemy you tried to kill.

Biology replicates. The DPS scales with units killed. That is why the Biological Weapons Convention of 1972 is one of the strictest permabans on the server.
Bioweapons get banned because a plague can't be controlled. It violates the core prerequisite of warfare: The ability to stop fighting.
If I want to end a kinetic war, I issue a cease-fire. I radio my generals. The tanks stop their engines. The soldiers put down their rifles.
A kinetic war obeys the chain of command. It has an off switch.
You cannot negotiate a peace treaty with a microbe. You cannot radio a virus and order it to stop. It never stops shooting.
You get permabanned because you turned a PvP game into a PvE game.
