To justify the horrific moral and legal costs, the organization must begin lying to the public, to its oversight committees, and eventually, to itself.
They must pretend the garbage data is valuable to avoid admitting they ran a cursed clown-show for nothing.
Internal trust dissolves. External legitimacy evaporates. The organization becomes obsessed with covering its own tracks rather than actually neutralizing threats.
That is the seductive lie of the "Necessary Evil." It appeals to the lazy assumption that cruelty correlates with effectiveness.
But the hard engineering reality is that it is a high-cost, low-reliability method that does infinitely more damage to the user than the victim.
So, how do we actually find the mole? They are not playing nice! We can't just let them walk over us!
We do the actual work. We monitor the network constraints. We analyze the metadata. We build behavioral rapport. We rely on verified, low-noise signals.
Truth is a delicate signal. If you hit the receiver with a hammer, you will only ever hear static.
